Dear Family of Frances Dias, My father, Raymond Rohrs, met Frances while both were serving on the Palo Alto City Council. They had great respect for each other while helping to solve a variety of problems. Later, both ended up living in Santa Rosa, where they developed a great friendship that included memorable meals, among other things. I met Frances many times. She was a wonderful human being.
